Joint Force Command Norfolk (JFCNF) is seeking to hire a Staff Assistant (Recruitment) to support the recruitment of civilian personnel.
GENERAL BACKGROUND:
JFCNF Headquarters is located in Norfolk, Virginia and it is the only operational NATO command in the United States. JFCNF serves as the bridge between Europe and North America and was established to project stability, deter aggression and defend NATO’s allies in the North Atlantic and High North, from seabed to space.

Post Context/Post Summary
JFCNF provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the Supreme Allied Commander Europe (SACEUR).
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. Assists and advises on policy matters and in the execution of support activities, including provision of regional focus.
As an integral part of the development of Joint Force Command Norfolk, the Tiger Team for JFCNF 2.0 provides:
- A holistic, cross-functional, objective analysis and advisory capacity to address organisational strategic issues;
- A HQ-wide strategic organisational change management capability;
- A common project and programme management capability within ACO based on proven project and programme management principles and techniques;
The incumbent is responsible for leading the civilian recruitment across JFCNF as part of the JFCNF 2.0 Tiger Team.
Principal Duties
The incumbent's duties are:
1) Responsible for providing all functions to enable the recruitment of civilian personnel to JFCNF, to include, but not limited to: a) Management of the JFCNF recruitment webpage.
b) Management of recruitment mailbox and post advertisement.
c) The Creation of Job Descriptions, ensuring engagement across the HQ with the relevant branches.
d) Coordinates SME input from across the HQ sifting the recruitment of civilians and arranges interview panels.
e) Providing direct support to JFCNF on the advertising, recruitment and onboarding of civilian personnel.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.

Essential Qualifications
a. Professional/Experience
1) Civilian and HR recruitment.
2) Experience in Human Resources Management preferably in an international/NATO environment.
3) Experience in multinational, NATO, or large military HQ.
4) Three years experience in the application management of Human Resources Data Services applications.
b. Education/Training
Higher Secondary education and completed higher vocational training in human resources management, business administration, law, social sciences, or related field, public administration or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
c. Language
English - SLP 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
a. Professional Experience
1) Knowledge of the NATO Civilian Personnel Regulations.
2) Knowledge of human resources organisation, allocation and management.

The incumbent must show initiative and judgement in dealing with a variety of tasks and issues. Must be a quick thinker and able to handle last-minute requests. Uses own initiative to propose solutions for unexpected problems and determine which issues to refer to supervisor. Must be capable of handling details and the complexities of developments in standard Automated Data Processing technology. Sound judgement and initiative are required in setting priorities within own area of autonomy and in recommending and implementing policy and procedural improvements. Possesses good inter-personal and communication skills; displays courtesy, understanding and tact when dealing with others.

Internally: Chief of Staff and other Flag officers, staff members and their supervisors at the ACOS and DACOS level, Office of Finance and Legal Advisor.
Externally: Policy/decision markers at JFCNF; NATO agencies; HQ NATO; host-nation military organisations and services, Local National Representatives, National Military Representatives at ACO.
The purpose of contacts range from exchange of information to negotiation without committing JFCNF.
b. Contribution to Objectives
The incumbent of this post is required to actively participate in identifying solutions and proposals, exercising judgement and critical thinking when advising on Civilian Recruitment matters. Direct contribution to JFCNF objectives by ensuring compliance with NATO regulations, meeting organisation staffing needs, and ensuring effective functioning of the human resource management programs. Develops procedures and policy in own area of professional competence. The work involves the analysis and research of a complete task with recommendations effecting the plans and management of the organisation.

REMARKS:
Duration of contract: not to exceed 12 months. Upon budgetary approval, a further contract may be offer.
