Joint Force Command Norfolk (JFCNF) is seeking to hire a Subject Matter Expert (SME) to provide advice and guidance on the full spectrum of infrastructure and CIS infrastructure policy.
GENERAL BACKGROUND:
JFCNF Headquarters is located in Norfolk, Virginia and it is the only operational NATO command in the United States. JFCNF serves as the bridge between Europe and North America and was established to project stability, deter aggression and defend NATO’s allies in the North Atlantic and High North, from seabed to space.

Post Context/Post Summary
JFCNF provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the Supreme Allied Commander Europe (SACEUR).
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. Assists and advises on policy matters and in the execution of support activities, including provision of regional focus.
As an integral part of the development of Joint Force Command Norfolk, the Tiger team for JFCNF 2.0 provides:
- A holistic, cross-functional, objective analysis and advisory capacity for the delivery of JFCNF 2.0 across the HQ, IAW MC direction and aligned to AAP-16(D) Procedures;
- A HQ-wide strategic organisational change management capability for the delivery of JFCNF 2.0;
- A common project and programme management capability within ACO based on proven project and programme management principles and techniques;
The incumbent is responsible for:
Providing subject matter expertise on the full spectrum of Infrastructure and CIS infrastructure policy, providing advice and guidance on the NATO Security Investment Programme (NSIP)
(The incumbent must work within the parameters of the NATO Security Investment Programme and ACO Directives, and in accordance with NATO resource management policy).
Principal Duties
The incumbent's duties are:
a) JFCNF's subject matter expert on the full spectrum of Infrastructure and CIS infrastructure policy, related resources and technical issues, and also SME for all activities related to civil engineering concepts, planning, implementation, acceptance, correction of deficiencies, inspection and maintenance of facilities.
b) Through Liaison with the Director of Management (DOM), act as the Primary Infrastructure Advisor for the delivery of JFCNF 2.0 advising the Team Leader and Project Sponsor.
c) Supports with technical guidance and resolves differing technical viewpoints coming from national Building Codes, regulations or laws that are enforced by national official institutions, STANAGs and Standards among the ACO Infrastructure and facilities community (JENG Divisions and BSGs).
d) Supports development of policy, directives, and procedures for Infrastructure and facilities related activities.
e) Develops metrics and the means through which they can support Infrastructure Assessment, MILENG planning, the CapDev and IRM processes.
f) Initiates and develops Infrastructure Reports and briefings, containing analysis and recommendations for initiatives regarding JFCNF available infrastructure.

h) Interacts at the highest levels with technical experts from other Infrastructure stakeholders organisations, particularly the NSPA Agency.
i) Attends senior working groups and committee meetings on key infrastructure issues for JFCNF particularly, to define and develop the JFCNF position for the relevant NATO boards and committees on civil works matters.
j) Working with the DOM and the J6 Branch initiates JFCNF Infrastructure and CIS Requirement’s to be fulfilled by either Common Funded, Nationally funded or other sources.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.

Essential Qualifications
a. Professional/Experience
1) Previous experience in a NATO Military Headquarters.
2) Previous experience in the NATO Security Investment Programme and Capability Development Process.
3) Previous experience in the identification and specification of the infrastructure requirements for NATO Military facilities.
4) Previous experience in co-operation with NATO/National Construction Agencies and Architecture/Engineering Consultants.
b. Education/Training
University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
c. Language
English - SLP 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
a. Professional Experience
1) Experience with NATO financial policy, budget and contracting procedures.
2) Previous experience in NATO common funding. Demonstrable evidence of experience in project management.
3) Structural Engineer with experience in electrical and mechanical support systems.
4) Previous Experience in Policy & Procedures Development for Facilities Maintenance.
5) Experience in construction of hardened facilities.
b. Education/Training
A Master’s Degree in Civil Engineering or Electro-Mechanical Engineering and 10 years’ experience of infrastructure engineering related to the conception, evaluation, management, implementation and acceptance of large civil engineering projects.
c. Language
English – SLP 4343 (Listening, Speaking, Reading and Writing).

The duties require clarity of thought, sound consistent judgment; good inter personal and communication skills and often a creative approach to bridge the challenge of the diverse application of varying national civil engineering standards and practices to a miscellany of geo-dispersed and dissimilar fixed and deployed infrastructure solutions, which, in addition, may have with possible inherent political ramifications.
a. Professional Contacts
Daily professional contacts both at the high managerial and technical level with national Infrastructure project directors, project managers and engineering staff at HQ SACT, NATO Agencies, the NATO International Staff, Architecture and Engineering Consultants and Industry. Daily professional contacts with high managerial, operational and technical staff at National Ministries of Defense, Chief of Defense or General Staff Headquarters as well as with the ACO staff at all levels of ACO Commands, that would lead to modification or creation of policy.
b. Contribution to Objectives
This post has direct impact on JFCNF’s ability to meet objectives. This post provides the strategic level coordination and control capabilities on the infrastructure aspects of MILENG function in accordance with MC560/2 to support SACEUR exercising his command functions. It provides advice in order to achieve the desired objectives by enabling or preventing maneuver or mobility, developing, maintaining, and improving infrastructure. This post also allows the timely and effective planning, implementation and maintenance of required infrastructure for enabling NATO wartime, crisis and peacetime posture. The contribution of the work directly affects the plans, policy and objectives of SHAPE and rest of ACO in regard with AOR enablement, mobility and counter-mobility.

REMARKS:
Duration of contract: not to exceed 12 months. Upon budgetary approval, a further contract may be offer.
