Joint Force Command Norfolk (JFCNF) is seeking to hire a HR Staff Assistant to support the planning and coordination of all workforce requirements.

GENERAL BACKGROUND:

JFCNF Headquarters is located in Norfolk, Virginia and it is the only operational NATO command in the United States. JFCNF serves as the bridge between Europe and North America and was established to project stability, deter aggression and defend NATO’s allies in the North Atlantic and High North, from seabed to space.

Post Context/Post Summary

JFCNF provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the Supreme Allied Commander Europe (SACEUR).

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. Assists and advises on policy matters and in the execution of support activities, including provision of regional focus.

As an integral part of the development of Joint Force Command Norfolk, the Tiger Team for JFCNF 2.0 provides:

- A holistic, cross-functional, objective analysis and advisory capacity to address organisational strategic issues;

- A HQ-wide strategic organisational change management capability;

- A common project and programme management capability within ACO based on proven project and programme management principles and techniques;

The incumbent is responsible for undertaking the transactional HR activity in support of the workforce work-strands of JFCNF 2.0 including specialist control of Job Descriptions (JD) and utilisation of the Establishment Review Tool (ERT).

Principal Duties

The incumbent's duties are:

a) Provide support to planning and coordinating support for all workforce requirements.

b) Assists in the creation and/or modification of JDs, Classification Proposal and Statement of Functions, ensuring all JDs are accurate and inventoried against JFCNF 2.0 Peacetime Establishment (PE).

c) Coordinates and assists in the reception, and integration of all temporary staff/augmentees and personnel assigned to JFCNF. This includes ensuring the accuracy of personnel information in the Automated Personnel Management System.

d) Assists in the creation and maintenance of workforce documents & personnel reports, including strength as part of JFCNF 2.0 activity and maintaining and updating PE/CE documents using the HRD tools.

e) Develops and maintains contacts with local national representatives and Divisional POCs.

f) Prepares JFCNF HQ workforce and personnel directives for the new organisation – JFCNF V2.0.

g) Designs and generates personnel database queries and reports in support of the HQ.

h) Provides additional resource to the Project Team, where required.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.

Essential Qualifications

a. Professional/Experience

1) Human resources management and personnel administration.

2) Experience in multinational, NATO, or large military HQ.

3) Three year’s experience in the application management of Human Resources Data Services applications.

4) At least 1-year experience in the last 5 years in HR data management, data reporting and analysis, Information processing/data entry.

b. Education/Training

Higher Secondary education and completed higher vocational training in human resources management, business administration, law, social sciences, or related field, public administration or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

c. Language

English - SLP 3333 (Listening, Speaking, Reading and Writing).

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

a. Professional Experience

1) Experience in Human Resources Management preferably in an international/NATO environment.

2) Knowledge of NATO's Manpower Policy and Procedures directive, MC216/4 (AAP-16D).

3) High level of organisational, coordination and communication skills.

b. Education/Training

1) Trained to the appropriate level in APMS & ERT.

Personal Attributes

The incumbent must show initiative and judgement in dealing with a variety of tasks and issues. Must be a quick thinker and able to handle last-minute requests. Uses own initiative to propose solutions for unexpected problems and determine which issues to refer to supervisor. Must be capable of handling details and the complexities of developments in standard Automated Data Processing technology. Sound judgement and initiative are required in setting priorities within own area of autonomy and in recommending and implementing policy and procedural improvements. Possesses good inter-personal and communication skills; displays courtesy, understanding and tact when dealing with others.

a. Professional Contacts

Internally: Staff members and their supervisors at the ACOS and DACOS level.

Externally: Policy/decision markers at JFCNF; NATO agencies; HQ NATO; host-nation military organisations and services, Local National Representatives, National Military Representatives at ACO.

The purpose of contacts range from exchange of information to negotiation without committing JFCNF.

b. Contribution to Objectives

The incumbent plays a key role in the application, operation and utilisation of the HRDS tools for the HQ. Directly contributes to sustaining the availability of the quantity and quality of human resources in support of the Organisation’s mission. Develops procedures and policy in own area of professional competence. The incumbent’s work impacts NATO’s ability to efficiently utilise personnel.

REMARKS:

Duration of contract: not to exceed 12 months. Upon budgetary approval, a further contract may be offer.

In view of the nature and of the urgency of the temporary positions we are looking to fill, it is important for candidates to be available for temporary employment on short notice.
