Rear Admiral Hilaire Ducellier

Hilaire Ducellier joined the French Naval Academy in 1984, graduating as an engineer. His initial training was onboard the helicopter carrier "Jeanne d'Arc." He also served at sea onboard the anti-submarine frigate "Primauguet", before taking command of the Training Ship "Lion".

He trained as a Combat Information Centre Officer before his appointment to the frigate "Georges Leygues," the aviso, "PM Lher," and the frigate, "La Motte-Picquet". During this time he was involved in Operations Balbuzard and Sharp Guard in the Adriatic and Operation Restore Hope in Somalia.

He completed a staff appointment in the French Naval Headquarters in Paris, where he was responsible for Force Generation. He was then selected for training at the French Staff College in Paris then drafted to the aviso "Lieutenenant de vaisseau Lavallée" as Commanding Officer in 2001. As Executive Officer of the Anti-Submarine Destroyer "Tourville," he deployed to the Indian Ocean as flagship of the Euromarfor for the operations Resolute Behaviour and Enduring Freedom.

He was appointed to the Inspection Team of French CHOD. He took part in numerous inspections on foreign theatres of operations national units and also in joint staffs. He took command of the Anti-Submarine Destroyer "Tourville" where he conducted numerous operational deployments in the Atlantic and deployed in the northern Atlantic. He took command of the Maritime Operation Center in Brest, responsible for operations at sea for CECLANT/CTF 451 and PREMAR ATLANT.

He joined JFC Lisbon in 2011 as Situation Center Branch Head in Monsanto. He was then appointed as operations councilor in the French Delegation to NATO in Bruxelles.

He was posted as executive coordinator for international affairs in the Joint Staff in Paris. He took part in the Postgraduate Course in European Studies of the Ecole Nationale d'Adminsitration in 2018. Upon promotion to Rear Admiral, he was appointed the Deputy Chief Of Staff Plans of Joint Force Command Norfolk from November 2019.
